From vision to change
Almere municipality prepares for the future
The Municipality of Almere faced the challenge of adapting to new responsibilities transferred to municipal authorities from central government. This required a further development of the organisation and teams within the municipality.
Mind Work Productions developed customised programmes for around 20 (management) teams and departments. Each programme was customised and designed in co-creation with stakeholders, the board and senior management. The focus was on developing services, departments and teams in preparation for the participation society. This meant a fundamental change in the way employees, managers and MT members worked.
The trajectories focused on defining a new vision and mission, developing

leadership styles, increasing managerial autonomy, an output-driven way of working and promoting approachable behaviour.
Each track followed the 70:20:10 principle, with on-the-job learning at its core. This included intervision sessions, coaching on the job and the use of team coaches at (MT) meetings. In addition, cross-media training was provided to improve cooperation between different layers.
The team development processes led to a desired change in culture, a tilted organisation, improved performance and a pleasant, new way of working (together).

Municipality of Almere is located in the province of Flevoland. Established in 1984, Almere is the youngest and one of the fastest growing municipalities in the Netherlands. In recent years, the municipality has focused on sustainable development and innovative city management, with a focus on resident participation in policy processes.
